US-NM-Albuquerque Type Full-time Division Lovelace Biomedical Research Institute (LBRI)
The Proposal Manager is responsible for the day-to-day planning and management of the proposal development process and schedule, ensuring Lovelace Biomedical Research Institute submits compelling, compliant, on-time proposals of varying size and complexity, ranging from short-turn task orders to large, multi-million-dollar bids. Successful performance in this role will result in the acquisition of large state or federal projects and programs.
The Proposal Manager oversees proposal development activities from pre-proposal planning to final production and delivery, including analyzing RFP requirements, creating proposal schedules, building proposal outlines and compliance matrices, planning and leading effective kickoff and review meetings, serving as the main Point of Contact for all proposal activities and communications, as well as writing, editing, formatting, and proofreading of proposal documents prior to submission; and performing all other related duties and tasks as required or assigned.
Will manage diverse teams from various prime contractor, subcontractor, and consultant organizations throughout the proposal process. Working in concert with program managers and business developers from LRRI.
The Proposal Manager will also review and/or help write, edit, or proofread other managers’ proposals as needed.
Requires a bachelor’s degree and at least 5 years of directly related, progressively responsible professional-level proposal management experience in pursuit of state or federal grants and/or contracts, or equivalent combination of education, training and/or experience from which comparable knowledge, skills and abilities have been attained.
The successful candidate will have demonstrated and extensive experience crafting IDIQ and RFP responses for federal government contracts, including DoD, NIH, CDC, DOE, FDA, EPA and other agencies.
Must have experience overseeing the full life-cycle of proposal development, including planning, scheduling, and managing competitive proposals, with end-to-end ownership and command of proposal development and related support processes, while serving as a writer, editor, and/or reviewer as required.
Requires professional proficiency with Microsoft Office applications to include Outlook, Word, Excel, PowerPoint, Project and SharePoint and the ability to learn department-specific systems and programs as needed.
The successful candidate will have the demonstrated ability to adhere to deadlines while overseeing multiple proposals at any one time, strong attention to detail and organizational skills, and excellent verbal and written communication skills.
Relocation may be offered for this position.
Salary is commensurate with experience.
