The State of New Hampshire, Department of Transportation, Bureau of Highway Maintenance – District 1, has a full time vacancy for a Civil Engineer I-III.
Summary:
CIVIL ENGINEER I: To perform basic engineering duties and support permitting functions and operations activities of the highway maintenance district. Promote good public relations and support Department goals.
CIVIL ENGINEER II: To perform engineering duties for a variety of projects, including permitting functions and operations activities in a highway maintenance district. Promote good public relations and support Department goals.
CIVIL ENGINEER III: To perform a variety of engineering duties associated with the development and administration of programs in a highway maintenance district. Perform difficult permitting functions and operations activities of the highway maintenance district. Promote good public relations and support Department goals.
RESPONSIBILITIES:
CIVIL ENGINEER I:
- Reviews applications for utility, excavation, and access permits within the state right-of-way and inspects projects for compliance.
- Assists in preparing the annual district resurfacing program through coordination with district field and engineering staff and other bureaus.
- Reviews the procurement of consumable goods, highway maintenance materials and equipment.
- Responds to emergency situations at any time to protect the integrity of the state transportation system and maintain public safety and convenience through the use of sound engineering practices and routine coordination efforts.
- Reviews new sections, maintains records and provides field support for the Sponsor-A-Highway Program.
- Collects data, prepares reports and reviews plans and proposals for various activities within the highway maintenance district.
- Investigates and makes recommendations for responses to complaints and inquiries from the public and government officials.
CIVIL ENGINEER II:
- Reviews applications for utility, excavation and access permits within the state right-of-way and inspects projects for compliance.
- Prepares annual district resurfacing program through coordination with district field and engineering staff and other bureaus.
- Supervises the management of consumable goods, highway maintenance materials, and equipment.
- Responds to emergency situations at any time to protect the integrity of the state transportation system and maintain public safety and convenience through the use of sound engineering practices and moderate coordination efforts.
- Reviews new sections, maintains records, and provides field support for the Sponsor-A-Highway Program.
- Collects data, prepares reports, and reviews plans and proposals for various activities within the highway maintenance district.
- Communicates with and responds directly to public and governmental inquiries.
CIVIL ENGINEER III:
- Reviews applications and issues permits for utilities, excavations, and accesses within the state right-of-way and acts to ensure regulatory compliance.
- Prepares annual district resurfacing program through coordination with district field and engineering staff and other bureaus.
- Directs, trains, and supervises subordinate staff in the administration of consumable goods, highway maintenance materials, and equipment.
- Responds to emergency situations at any time to protect the integrity of the state transportation system and maintain public safety and convenience through the use of sound engineering practices and complex coordination efforts.
- Administers and promotes the Sponsor-A-Highway Program by reviewing and approving new sections, maintaining records, and providing field support.
- Collects data, prepares reports, and reviews plans and proposals for various activities within the highway maintenance district.
- Communicates with and responds directly to public and governmental inquiries.
MINIMUM QUALIFICATIONS:
CIVIL ENGINEER I:
Education: Possession of a Bachelor’s degree from a recognized college or university with a major study in civil engineering or civil engineering technology.
Experience: No experience required.
OR
Education: Possession of an Associate’s degree from a recognized college or technical school with a major study in civil technology.
Experience: Two years’ post graduate experience in a civil engineering environment in a position comparable to an Engineering Technician.
License/Certification:
- Must possess an Engineer-in-Training Certificate issued by the NH Office of Professional Licensure and Certification. Bachelor’s degree applicants not possessing an E.I.T. Certificate may be hired at a one-salary grade reduction).
- Must possess a valid driver’s license and/or have access to transportation for statewide travel.
- Applicant’s Motor Vehicle Record (MVR) must meet the minimum standards as established by the hiring agency.
SPECIAL REQUIREMENTS: Successful applicant must have telephone and be available for 24-hour call. All accountabilities must be performed in accordance with State and Department rules and policies, including risk management, safety and environmental standards, regulations and administrative orders.
PREFERRED QUALIFICATIONS: It is preferred that the successful candidate lives within the District.
CIVIL ENGINEER II:

Experience: Eighteen months’ post baccalaureate experience in the practice of civil engineering.
OR
Education: Possession of an Associate’s degree from a recognized college or technical school with a major study in civil technology.
Experience: Eighteen months’ experience in the practice of civil engineering at a level equivalent to Civil Engineer I (or higher), plus two additional years’ experience in a position comparable to an Engineering Technician.
License/Certification:
- Must possess an Engineer-in-Training Certificate issued by the NH Office of Professional Licensure and Certification. (Bachelor’s degree applicants’ not possessing an E.I.T. Certificate may be hired at a one-salary grade reduction.)

Experience: Four years’ post baccalaureate experience in the practice of civil engineering.
OR
Education: Possession of an Associate’s degree from a recognized college or technical school with a major study in civil technology.
Experience: Four years’ experience in the practice of civil engineering at a level equivalent to Civil Engineer I (or higher), plus two additional years’ experience in a position comparable to an Engineering Technician.
License/Certification:
