The New York City Administration for Children’s Services (ACS) is seeking an outstanding candidate to serve as the Associate Commissioner of Close to Home. The Close to Home program is a successful, established initiative arising from juvenile justice reform and is operated by the Division of Youth and Family Justice (DYFJ). The program has responsibility for post-adjudicated youth who, pursuant to court order in juvenile delinquency cases in Family Court, enter residential placement.
Under general direction of the Deputy Commissioner of DYFJ, and with wide latitude for the exercise of independent judgment, the Associate Commissioner of Close to Home will be responsible for the oversight and management of the City’s non-secure placement (NSP) and limited secure-placement (LSP) and Aftercare programs.
The selected candidate will become an integral member of the leadership team for one of the country’s leading children’s services agencies dedicated to strengthening NYC’s families and their 1.8 million children.
The Associate Commissioner of Close to Home will:
• Supervise, manage, and oversee the operations and case management responsibilities of all aspects of Close to Home, including Intake and Assessment, NSP, LSP, and Aftercare Services and serve as the DYFJ point of contact for all matters related to Close to Home.
• Develop and maintain cooperative relationships with key stakeholders in the community and in the juvenile justice system to ensure youth and families receive appropriate resources and benefit from a continuum of care.
• Leverage program resources to support families of justice-involved youth and connect youth and families to long-lasting community supports.
• Build relationships across ACS’s senior management, the Office of Children & Family Services, other city agencies, cross-systems workgroups, community partners, and provider agencies to respond to oversight and regulatory requirements.
• Champion continuous program improvement using all available tools, including developing program concepts, writing Requests for Proposal (RFPs), and leading program evaluation efforts.
• Leverage leading practices in juvenile justice and work in collaboration with the Department of Probation and Family Court to safely and effectively reduce Length of Stay (LOS) for youth in placement.
• Ensure that Close to Home aftercare programs expedite safe permanency planning of youth, for which ACS has responsibility.
• Strengthen existing policies and procedures to support youth during and post-placement.
• Collaborate with City agencies and provider agencies to develop and expand educational and vocational opportunities to support outcomes.
• Promote skill development and team building amongst staff at all levels within the Close to Home program workforce.
• Effectively use data, research, and evidence-based interventions to guide policy decisions.
• Undertake other duties as assigned by the Deputy Commissioner of DYFJ.
Minimum Qual Requirements
1. A master’s degree in social work from an accredited school of social work and four years of full-time, paid professional experience in a child care institution or in group work with children in a child care setting, including two years in an administrative capacity; or
2. A master’s degree from an accredited college in sociology, psychology, education, public administration or a closely related field, and five years of full-time paid professional experience as described in “1” above including two years in an administrative capacity; or
3. Education and/or experience equivalent to “1” or “2” above. However, all candidates must have two years of administrative experience in a child care setting.
